Rumah Tangga Perikanan

Sektor Kelautan dan Perikanan sangat berperan Untuk mewujudkan Maluku Tenggara Barat sebagai daerah berbasis kebaharian yang kuat bukanlah suatu hal yang mustahil, mengingat potensi sumberdaya manusia (SDM) yang terlibat langsung di dalam sektor kelautan dan perikanan cukup banyak, khususnya nelayan yang tersebar di semua kecamatan. Pada tahun 2007 jumlah rumah tangga perikanan (RTP) mencapai 7.613 buah, sementara nelayan berjumlah 19.889 orang. Sebagian besar RTP dan nelayan berada di Tanimbar Selatan, Tanimbar Utara, Selaru, Wermaktian dan Wuarlabobar (Tabel 2.2).

Review Laporan Jardiknas ini sebagai masukan bagi kebijakan yang berkelanjutan dalam mengelola Jardiknas Tahun 2009.

A. Kesimpulan

1.    Jardiknas merupakan Program Nasional sangat dibutuhkan kerja sama antar pusat daerah Tahun 2008 kedepan sangat dibutuhkan partisipasi Pemerintah Daerah dalam Item Kegiatan Berbasis Online sangat penting dan dilaksanakan sehingga kedepan kabupaten dapat memiliki pendataan yang valid tergantung keseriusan Pemerintah Daerah.

2.    Tata Kelola Manajemen Data dan Informasi yang teruptodate

3.    Segi Teknis dan operasional pelaksanaan oleh Dinas Pendidikan Kabupaten perlu keloyalitasan secara akuntabel sesuai koridor petunjuk teknis (Juknis) selama ini belum optimal dilaksanakan.

4.    Masalah yang dihadapi Program Jejaring Pendidikan Nasional (Jardiknas) dari hasil Survey Pelaksanaannya yang terintegrasi dengan Propinsi mengalami beberapa permasalahan yang dihadapi:

(a). Masalah tersedianya orang yang mengoperasionalkan (SDM), masih terbatas

(b). Masalah tersedianya dana, belum adanya dana sharing dari pemerintah daerah dalam mendukung program dimaksud.

(c). Masalah koordinasi dan kerja bersama yang masih banyak yang harus ditingkatkan, antara Bagian Perencanaan dan Pengendalian Program (Diknas) dan Pemerintah Daerah (PEMDA)

(d). Masalah sistem keamanan jaringan, dan

(e). Masalah kesinambungan tata kelola sistem jaringan di setiap lokasi. Belum digunakan secara optimal.

B. Saran

1.     Pemanfaatan baik dari sisi Fisik dan Non Fisik teknis serta operasional harus sesuai dengan juknis

2.     Diharapkan kepada Pemerintah Daerah mengadopsi pelaksanaan Pendataan secara Online disetiap SKPD Penerapan Sistem Jaringan yang sekarang ini dilaksanakan oleh Dinas Pendidikan Pemuda dan Olahraga

3.     Jikalau berkenaan Pemerintah Daerah dalam pelaksanaan Pengelolaan Data dan Informasi mencanangkan Kota Saumlaki Online IT (SoIT) 2008 pada Bulan Pertengahan Oktober 2008 dengan Joint  bersama Dinas Pendidikan dengan Dinas Perhubungan dan Telekomunikasi.

4.     Program SoIT 2008 diperuntukan dalam lingkup SKPD mengingat tantangan Perkembangan IT semakin pesat dalam pelaksanaan e-Government menuju Pemerintahan yang Baik secara transparan dan akuntabel 2007 – 2012.

The goal of the project is demonstrate the potential role of local government in ICT-poverty initiatives by institutionalizing – in Saumlaki (West Southeast Maluku – Indonesia) ICT content generation and delivery system that addresses the information and communication Center (IT) Pilot Project needs of rural public, a majority of which have been described as “destitute.”

Evaluation Plan IT Pilot Project West Southeast Maluku by Ernes

The evaluation plan will consist of several different measures. These relate to:

(1) Infrastructure development: How successful has each Work Unit in Government been in establishing the infrastructure for the network? What have been the obstacles, successes and lessons learned? The first and the last evaluations will be undertaken in a workshop or Capacity Building, with the results compiled prepared for internal and external review. Formative, 6, 12 months; Outcome, 24 months. Workshop focus groups.

(2) Rural Information & Technology Center Development. What has been the IT Center output of the ICT Research and Support Unit after Years 1 & 2? What have been the obstacles, successes, and lessons? Formative, 12 months; outcome 24 months. Formatted reports.

(3) Rural Television Networking (RTN) use. What was the level of awareness and use of Sub District-produced RTN by consumers? With what appreciation and consequences? Formative, 12 months; outcome, 24 months. Community surveys. In addition, daily log sheets and comment/feedback kept at Rural Telephones.

(4) Training. How many Sub District, staff, students, officials, and others community members were trained in ICT-literacy? To what extent did training reach the poor? Women? Formative, 6, 12, 18 months; outcome 24 months. In addition, evaluation sheets at each training program. Surveys focus groups.

(5) Research and innovation. What innovations regarding ICTs-for-development have been used? What have been the results? How have positive outcomes been extended to prospective users? Formative, 12 months; outcome 24 months. Formatted written reports.

(6) Student satisfaction. How well did the students perform? What systems of incentives/rewards worked or did not work? How much did students learn about ICT-for-development? How satisfied were they with the internship/assistantship? 12 & 24 months, Government assessments, student focus groups.

(7) Rural Community (RC) satisfaction. How well did the RC perform? What systems of incentives/rewards worked or did not work? How much did students learn about information about Rural ICT-for-development? How satisfied were they with the Book Information Library and internship/assistantship and also Dissemination of Information for public? 12 & 24 months, Sub District & Local Government assessments, Community focus groups.

Reports of all evaluation measures will be shared with members of the network and partnership so sponsor. An overall report will be submitted to a PARTNERSHIP at the end of the info Rural IT Pilot Project grant program in West Southeast Maluku District (24 months or Two Years).

Project personnel will be encouraged to submit papers to professional organizations. The Project Team Leaders (Department of Transportation, Information and communication)) have a strong record in presenting papers for publication and for presentation at international meetings. The Appendix includes examples of such “diffusion” during the past two years.

Headline Proposal IT Pilot Project 2009

Information & Technology for the rural developing world is largely perceived as a way to reduce isolation, provide improving of knowledge educational and empowering economic opportunities, and ultimately improve the quality of life. Unfortunately, high capital and operating costs have limited rural access information and communication to a handful of heavily subsidized and supported demonstration projects. An innovative integrated strategy, based on existing technology and rural social structures, could address a variety of barriers and ultimately help get large numbers of rural communities on the internet. Here we propose the creation of a strategic IT Pilot Project in Saumlaki, West Southeast Maluku

The Regency of West Southeast Maluku is based on astronomy is situated between 6° – 8°30’ South Latitudes and 125°45’ – 133° East Longitudes. These Districts are consisting of with:

- North : Banda Sea

- South : Timor Sea and Arafura Sea

- West : Babar Sermata Islands, Southwest Maluku District

- East : Arafura Sea

Part of A: Visibility Study Development

Improve of understand of Citizen and Rural Community in the IT Pilot Project Government Sub-Districts through:

1. Strengthening of understand Visibility Development Study and Workshop WESEM Rural IT Pilot Project Development in 9 (nine) sub-districts of West Southeast Maluku;

2. Explain in narrative form the reason for Development Goals IT Pilot Project for e-Government and Rural Networking Television;

3. The carrying out of training program, including: 1. Training of trainer, 2. Workshop, 3. Capacity Building and Computer Managements, 4. How to Used IT Applications for Rural Community Development;

4. Conducted Study and Discussions with the focus area staff on this issued.

Part of C: Development of Studio Radio Local Government

Why use and needs Development of Studio Radio Local Government?

1. The Community has a continuous need information for responsive, and competent by Frequency Radio

2. Furnish to The Community such other information concerning such Implementation Program and Activities in sector Rural Agriculture, Fishery, and other carrying out government program by Frequency Radio

3. To provide for IT Community Program about Implementation Information Program with Published Audiovisual frequency Radio.

Part of D: Development of Access Internet for Rural Public and e-Government

Community in most rural areas do not get the benefits of learning IT basics and the few schools or rent that own computers do not have internet connections. Children mostly learn basic Microsoft Office tools and have no access to the Internet nor do they understand the knowledge they can gain from it. If children are able to use the Internet as a resource for information on their school work and projects, they would be able to reach a high standard and be on a similar standing as children in urban areas. Students will be able to communicate and chat with others in surrounding schools and teachers will be able to conduct forums. Homework help online will be possible and students will be able to share views and ideas and work collectively. Parents will be able to communicate with teachers regarding their child’s attendance in school or progress in class without traveling or interrupting school operations.
